I had a small discussion on Facebook with someone relating to this recently.
His claim was split apartments raise the rent for everyone else and (I quote) "And if it is the only viable solution, it should be done with guidance from the correct channels, not based on how much extortion the owner feels like exacting on his serfs".
As someone who's only lived in split apartments in my time in Tel-Aviv, I'm pretty comfortable with the arrangement, it satisfies the demand.
Sure, I wouldn't mind if there were more purpose-built single-room apartments, but as someone who's single and will most likely remain so for the foreseeable future, I can't imagine needing anything more, any extra walls would just limit what I can do with the space.
P.S. I currently live in a split apartment, around 50 square meters, in what I presume used to be an industrial building, the interior is pretty great, the exterior is pretty shitty, but it's a pretty good deal for 3.5k.
